POLICY

A. Purpose

The Lawrence Berkeley National Laboratory (Berkeley Lab) provides limited on-site vehicle parking for certain employees and affiliates. The Site Access Office issues valid Laboratory parking permits to eligible persons. Maps indicating parking areas are available at the entry gates, or at www.lbl.gov.

B. Persons Affected

This policy applies to all Laboratory employees, affiliates, and contractors.

C. Exceptions

Protective Services may make exceptions for extenuating circumstances that require a deviation from the policy. Submission of a formal request and justification are required.

D. Policy Statement

D.1 General

Limited on-site vehicle parking is provided for certain employees and visitors. The Site Access Office issues valid Laboratory parking permits. Some parking spaces are open to unreserved parking, while others are reserved. Maps indicating parking areas are available at the entry gates, or at www.lbl.gov. Eligible persons are limited to one valid permit. Exceptions are made for motorcycle and bicycle permits, which may be issued in addition to an automobile permit. Protective Services may make exceptions to the policy for extenuating circumstances that require a deviation from the policy. Requests shall be submitted in writing and include a justification.

D.2 Parking Permits and Eligibility

D.3 Additional Parking Considerations

Visitor Parking Permit: A paper pass (to be displayed on the dashboard) issued to short-term visitors by Protective Services.
Official Vehicles: Vehicles with license plates issued by the federal government or the state of California are authorized to park in Government Vehicle parking spaces.
Stack Parking: Stack Parking spaces are reserved for vehicles that display a Stack Parking Card. Movement of a vehicle in Stack Parking may be necessary to accommodate unforeseen circumstances, and to allow for the exit of other vehicles parked in Stack Parking.
Berkeley Lab employees and affiliates who choose to park in Stack Parking spaces must observe the following regulations:
1. Park as close as possible to the vehicle, stop line, or barrier in front and/or behind of your vehicle. (Maintain a less-than-30-inch gap between vehicles.)
2. Display your standard Berkeley Lab parking permit.
3. Display a Stack Parking Card or your contact information.
4. Stack Parking cards are available on request from the Site Access Office.

D.4 Parking Policy Enforcement

Protective Services enforces the Berkeley Lab Parking Policy by patrolling parking lots throughout the main Laboratory site, and issuing Parking Violation Notice forms to vehicles that are parked in violation of the Parking Policy.
Protective Services leaves one copy of the Parking Violation Notice on the vehicle and retains a copy for its records.
The University of California Police Department (UCPD) conducts traffic and parking enforcement patrols throughout the Laboratory. UCPD patrols may issue parking citations for vehicles and drivers observed to be violating the California Vehicle Code.
Protective Services will review each Parking Violation Notice for accuracy and assess the appropriate parking point penalty to the owner of the vehicle found to be in violation of parking policy.
Berkeley Lab parking permit holders who accumulate six points in any consecutive 90-day period or 10 points in a year are subject to having their parking privileges suspended for up to 30 working days. When a parking permit holder approaches the 90-day or annual parking point threshold, Protective Services will submit the parking permit holder's Parking Violation Notice file to the Berkeley Lab Transportation Demand Management Committee (See table below).
1. Contractor permit holders receive a Parking Violation Notice warning for the first violation of any of the aforementioned offenses. Parking Violation Notices issued to contractor vehicles will be reported to the appropriate Construction Manager. Second offenses are subject to permanent revocation of contractor parking privileges.
The Transportation Demand Management Committee will review all applicable Parking Violation Notices and make a recommendation on the status of the parking permit holder's parking privileges.
Parking permit holders who believe they were issued a Parking Violation Notice in error may submit a written appeal through Protective Services.

D.5 Parking Regulations

Forgotten Permit. Persons who forget their hanging permit may request a temporary one-day parking permit at the entry gate. The issuance of a temporary parking permit will be reported to Site Access. Abuses of the temporary permit provisions are subject to the penalties noted below.
Replacement of Lost or Stolen Parking Permits. To replace a lost or stolen parking permit, contact the Site Access Office.
Penalties for Abuse of Parking Privileges. To ensure that the parking policy is enforced equitably throughout Berkeley Lab on-site parking areas, the Laboratory has instituted a point system for parking violations by which various parking offenses are assigned penalty points within a period of time. After six points are accumulated within a three-month period, parking privileges are suspended for 30 days. Ten points accumulated in a year will also result in a 30-day suspension. If a continual pattern of abuse is detected, further administrative action may be taken.
Return of Parking Permit on Termination of Employment. Parking permits are the property of the Laboratory and must be returned to the employee's division office or the Site Access Office no later than the last day of employment. If the permit holder leaves after hours, parking permits can also be turned in to the security officer at the entry gates.

E. Roles and Responsibilities

Managers, supervisors, and employees have the responsibility to adhere to the provisions of this policy.
