POLICY
A. Purpose
This policy describes the control standards for the conduct of aviation operations associated with work at Lawrence Berkeley National Laboratory (Berkeley Lab).
B. Persons Affected
All persons who plan and carry out work conducted in the National Airspace System (NAS), another sovereign nation's airspace, or uncontrolled airspace.

D. Policy Statement
This policy applies to any task that involves the procurement of a Commercial Aviation Service (CAS), the procurement or use of powered or unpowered unmanned aircraft systems (UAS), unmanned free balloons and tether balloons or kites used in NAS or other (controlled or uncontrolled) airspace globally in a controlled or uncontrolled manner. This policy thus applies to, and includes UAS, weather (or other types of) balloons, kites, or other airborne devices, objects, or materials. This policy covers Berkeley Lab personnel who fly or conduct research on U.S. Department of Energy (DOE) or other government aircraft.
A task involving any of the above must be conducted in accordance with DOE and Federal Aviation Administration (FAA) regulatory requirements (see "Source Requirement Documents" under the "Document Information" tab of this policy), this Berkeley Lab Aviation Management and Safety Policy, and all specific regulations of another sovereign airspace authority when the mission is outside the United States. Projects or tasks that engage a CAS, utilize other DOE or government aircraft, or operate UAS must be vetted through the Berkeley Lab Aviation Point of Contact (APOC) and Berkeley Lab Risk Management. No UAS will be operated in the NAS without required FAA authorization. No UAS will be operated outside the NAS without governing agency authorization. The Berkeley Lab Procurement & Property Department will notify the Berkeley Lab APOC of any aviation-related procurement requests (services or equipment).
Use of personal UAS devices for official Berkeley Lab work or for nonofficial (e.g., hobby/recreational) purposes on Berkeley Lab property (i.e., the Berkeley Lab main site or off-site locations, including Berkeley Lab project locations) is prohibited.
