POLICY
A. Purpose
In accordance with U.S. Department of Energy (DOE) regulations, Lawrence Berkeley National Laboratory (Berkeley Lab) offers a comprehensive Health Services Program to protect and promote the health of employees. This document outlines the functions and authorities delegated to Health Services.
B. Persons Affected
Eligible Berkeley Lab employees and affiliates, and selected job candidates (eligible workers include any Laboratory employee who works on-site for more than 30 days in a 12-month period or is enrolled in a Laboratory medical surveillance program)
C. Exceptions
First aid and/or emergency services may be provided to subcontractors and guests until they are referred to their employer for industrial injury care or their personal physician for nonindustrial illnesses.
D. Policy Statement
The Berkeley Lab Health Services Program provides comprehensive occupational medicine services to Berkeley Lab full-time employees, part-time employees who work for more than 30 days in a 12-month period, and all employees who participate in a medical surveillance program.
The programmatic goals of Health Services are to:
- Ensure that employees are physically and psychologically capable of performing their assigned duties;
- Ensure that employees with an occupational illness or injury receive medical care and rehabilitation;
- Encourage all employees to maintain their physical and mental health; and
- Assist in maintaining a healthy and safe work environment.
To meet these goals, Health Services' Clinical Program offers a variety of services and resources to Berkeley Lab employees. The clinic and offices for the program are located on-site, in the Building 26 medical facility.
Clinical staff provide the following services and resources as a part of this program:
- Conducting medical surveillance examinations;
- Offering health evaluations for the purpose of initial and continuing assessment of employee fitness for duty;
- Administering immunizations offered as part of work-related exposures or regulatory requirements (e.g., bloodborne pathogens, SARS-COV-2, travel medicine);
- Providing first aid, initial assessment of injuries and illnesses, and appropriate referrals;
- Providing case management for occupational health issues; and
- Contributing to health promotion through the Wellness Program.
In addition to these direct services, the program staff works closely with other EHS staff to coordinate an effective Medical Surveillance Program and with staff from Human Resources to help implement the Laboratory's Return-to-Work Policy. Health Services also supports Berkeley Lab's provision of employee benefits through the Integrated Disability and Absence Management Services team, which provides counseling and assists injured and ill employees to rehabilitate and return to work safely. The Human and Animal Regulatory Committees (HARC) Office in Health Services coordinates the Lab's animal welfare and human subjects protection programs, including the associated oversight committees.
