POLICY
A. Purpose
Lawrence Berkeley National Laboratory (Berkeley Lab) is committed to fulfilling its mission obligations in a safe, cost-effective, and environmentally responsible manner by performing engineering and technical work under a disciplined system of procedures, standards, and practices by trained, qualified, and authorized personnel. This policy provides clear and uniform guidance on developing, managing, and executing scientific/engineering projects at Berkeley Lab.

- Persons who seek funding for, develop, manage, and/or execute scientific/engineering projects at Berkeley Lab
- All Engineering Division staff members and contributors

D. Policy
- Berkeley Lab is committed to fulfilling its mission obligations in a safe, cost-effective, timely, and environmentally responsible manner by performing engineering and technical work under a disciplined system of procedures, standards, and practices by trained, qualified and authorized personnel. Project directors, principal investigators, or researchers seeking funds for Berkeley Lab projects must engage the Project Management Office (PMO) early in the funding-request process.
- The Engineering Division applies DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, in managing its projects; and has adopted DOE STD-10732003, Configuration Management Program, as a framework for defining its configuration management processes.
- Engineering uses a graded approach in the application of engineering process guidelines.
- The Berkeley Lab Engineering Process Guide (EPG.lbl.gov) describes details for project-management, configuration-management, and graded-approach methods. This enables the effective implementation of sound work practices in support of the Laboratory's mission and engineering-process policy; establishes a baseline for executing all engineering activities in a consistent, repeatable manner; and provides a single point of reference for communicating established engineering procedures.
- Project management elements that PMO must follow include defining an execution plan that covers scope, schedule, budget/cost management, resources, and then managing and tracking progress of the agreed-to plan.
- Configuration management elements include design control, work control, change control, document control, and assessments.
