POLICY
A. Purpose
This policy establishes a framework for managing new mandatory training proposals at Lawrence Berkeley National Laboratory to ensure efficient course development, to eliminate overlapping, inconsistent and unnecessary courses, to prompt regular review of all mandatory courses, and to ensure that mandated courses are maintained, updated, and supported by and reflect current legal, regulatory, contractual and policy standards in place at Berkeley Lab.
B. Persons Affected
This policy applies to all persons, programs and divisions who want to implement a new mandatory training at Berkeley Lab or broaden the scope of an existing mandatory training.
C. Exceptions
- This does not apply to elective or non-mandatory training.
- This does not apply to Local Training requirements whereby the mandated training only applies to staff within the originating division and does not impact staff outside of that division.
D. Policy Statement
New Mandatory training requests are reviewed in accordance with the process set forth in this Policy. The intent of this Policy is to encourage efficient course development, to eliminate overlapping, inconsistent and unnecessary courses, to prompt regular review of all mandatory courses, and to ensure that mandated courses reflect current legal, regulatory, contractual and policy standards.

Term |
Definition |
Course Proposal |
The Course Proposal is an onboarding process used by the Requestor. It is used to collect the necessary information needed by the Training Advisory Committee in order to review the request. |
Externally Mandated Training | Where the basis of the training requirement is from an external source such as federal, state, or local laws or regulations, or DOE/UC, requirements that the Lab adheres to. The basis of the training requirement may also come from audits and audit-driven corrective actions that the Lab adheres to. |
Internally Mandated Training |
Where the basis of the training requirement is a Corrective Action, or an LBNL policy without an underlying driver from an external regulatory agency. It also includes situations when Lab management determines a business, operational or strategic need for mandating training. |
Local Mandated Training | Training that a division or program requires of its own staff only. Local Mandated training does not impact staff outside of the originating division or program. The impact of the requirement is “local” to that division. NOTE: This policy does not apply to Local Mandated training. |
Mandated Training | Training that the target population is required to complete. Often referred to as Required Training. |
Training Advisory Committee |
The Training Advisory Committee is a standing committee that reviews new mandatory training proposals to ensure there is adequate basis and needs, and whether non-training interventions should be considered or acted on. Their purpose is to evaluate new requests and form recommendations. |
G. Recordkeeping Requirements
For mandatory training that have records and archiving requirements, such as EHS training, the supporting training program is responsible for these in coordination with the Labs Records Management Office.

Appendix A
Course Proposal and Review
The following outlines the process for proposing a new mandatory training at Lawrence Berkeley National Lab. This is also used when changing the scope of an existing mandatory training requirement when doing so affects the population who will be required to complete the training.
- Requestor initiates the proposal process by completing and submitting the Training and Learning Request form (email [email protected] or [email protected])
- The Training Advisory Committee chair reviews for completeness and contacts requestor to discuss and clarify any questions.
- The Training Advisory Committee reviews the proposal and meets with the requester to discuss the proposal. The committee aims to respond within five days of receiving the proposal.
- The Training Advisory Committee makes recommendations on whether to approve or decline requests.
- Takes into consideration the full breadth of new training requirements under proposal and whether options to training can achieve objectives.
- In situations where there is not a compliance basis that specifically requires training per DOE/UC or other regulatory agency adhered to in policy, or situations where training is required as a result of audits and audit-driven corrective actions that the Lab must adheres to, and the requirement is not sponsored or approved by senior Lab management, the committee weighs whether there are non-training options that could address performance gap or meet the objectives.
- If approved, the requester drafts an implementation and communication plan.
- Implementation considers if there are other courses also being implemented, and if so, The Training Advisory Committee will recommend a rollout process that reduces overall impact so there are not back-to-back implementations that would impact the same population.

Appendix B
Maintaining and Discontinuing Courses
Reviewing and Maintaining Courses
- The course owner is responsible for reviewing and maintaining courses to determine:
- Whether statutory, regulatory, contractual or policy requirements or practical or operational considerations require changes or revisions to course content.
- Whether the course is effective in assisting participants to achieve the stated learning objectives and adjust accordingly.
- Whether participant feedback justifies other improvements or modifications to the course.
Discontinuing Courses
- If the responsible owner determines that an existing course should no longer be required, they must coordinate with the Learning Management System (LMS) Administrator to remove the training from applicable systems and processes used to deliver the training requirement.
