The Project Manager, with the assistance of the Resource Analyst, prepares a Construction Directive Authorization (CDA) for GPPs/IGPPs. While the CDA can be prepared and routed for approval in parallel with the Project Initiation Form/Project Planning Guide (below), it must be approved by DOE-BSO prior to construction.
