A Mission Need Statement (MNS) is prepared for all Line Item Projects for submission to the Department of Energy (DOE). The Mission Need Statement identifies the performance gap between current capabilities and the required capabilities. Detailed requirements for Mission Need Statements can be found in DOE Order 413.3B.
