Smaller, less complex, or shorter duration projects may require design progress submittals at 50% and 100% complete stages. Design submittals shall be distributed by the Project         Coordinator to the project team. The Project Manager shall establish a due date for comments to be submitted. Comments are compiled by the Project Coordinator and transmitted to the A/E  firm by the Project Manager. Refer to general guidelines below.

4.4.1         Review Estimate At 50% And 100% Design

The Project Manager may arrange for a third-party cost estimate for projects at 50% and 100% design. The Project Manager or an alternative estimating resource, in-house or external to the Lab, may perform this function. Refer to Appendix D, Cost Estimates. 

4.4.2         Final Design Sign-Offs

The Project Manager is responsible for including the following in-house resources in the design and review process and providing responses to their concerns and comments:

4.4.2.1       EHS Construction Safety Design Review Team Lead/Team, including Fire Marshal

Participation and review responsibilities of the EHS team are described in the Interface Policy between EHS and Facilities: Project Support document (refer to Appendix I).

4.4.2.2       Facilities Engineering Support Services

The Facilities Engineering Support Services Manager facilitates third-party Plan Check in accordance with Appendix J, Plan Check Procedures for Architecture and Engineering Documents. On an as-available/emergency basis, Plan Check may be performed by LBNL staff Subject Matter Experts. Projects of a minor nature not affecting or altering the structural features, egress, sanitation, safety systems or accessibility of a building or structure may be exempt.

4.4.2.3       Space Planning

The Space Manager, Space Planner, or their designees, will review the project design. The Facilities Space Planning group will review the project design to ensure adherence to LBNL standard room numbering convention and to update keyplans with any permanent additions, removals, or relocations.

4.4.2.4       Facilities Operations

Members of the Facilities Operations Department review project design. The focus of Facilities Operations’ review is systems operability and maintainability.

4.4.2.5       Commissioning Director

The Commissioning Director manages the Commissioning Process and supervises the activities of internal Commissioning Authorities. The Commissioning Director is accountable for creating project based Commissioning Teams, and for capturing, disseminating, and incorporating commissioning related Lessons Learned.

4.4.2.6       Building Official

The University is its own Building Official. At LBNL, the Facilities Division Director is the Building Official and provides the final approval on design review. On a case-by-case basis, the in-house design disciplines provide the LBNL Building Official with support from licensed professionals.

4.4.2.7       Client

The Project Manager reviews the final design with the client to ensure that the design is consistent with the scope of work document and that the design documents also include all special requirements provided by the client.

The Project Manager, assisted by the Project Coordinator, routes the Project Final Design Review form to the applicable reviewers for signature.  Project specifications, drawings, etc., (hard copy or electronic form) will be made available for the reviewers’ reference.

4.4.3       Project Schedule

All Facilities Design & Construction Management projects shall have a project schedule. Project Managers, assisted by Project Coordinators, prepare and maintain schedules for their assigned projects.

Project schedules should not be developed in any more detail than is necessary for cost effective planning and management of the project. A start and completion date may suffice for simple projects such as equipment purchases. Most projects will have a more detailed schedule, using a standard format maintained on the DCM file server. The Planner/Scheduler works with the Project Manager to develop the baseline schedule and the assigned Project Coordinator assists the Project Manager with subsequent schedule updates. The Planner/Scheduler may also assist with subsequent schedule updates and/or supplemental schedules.

Scheduling of in-house project support services (Penetration Permits, utility shutdowns, and construction support) shall allow for lead times set forth in the Service Level Agreement (SLA) between Design and Construction Management and the Facilities Operations Department (Appendix F).
