The method of performance for construction—whether in-house, subcontract, or a combination of the two—determines the activities required during the project planning stage. The choice of work source and contract delivery type is based upon availability of in-house personnel and the skills required to complete the project. The complexity and size of the project in conjunction with the contractor delivery type will also determine the level of oversight needed on the project.

3.3.1         Bid and Award

The Bid and Award phase of a project is the transition between design and construction. The method of performance for construction—whether in-house, subcontract, or a combination of the two—determines the activities required during the project planning stage. The choice of work source and contract delivery type is based upon availability of in-house personnel and subcontract vendors and the skills required to complete the project. The complexity and size of the project in conjunction with the contractor delivery type will also determine the level of oversight needed on the project.

3.3.2         In-house Construction Support Services

In-house construction support services may be used under limited circumstances. Construction work for in-house crafts is managed through the Maximo Work Order system and close coordination with the scheduler of those resources. In accordance with the WBS established for the project, the Project Manager issues the Work Orders to be scheduled with the crafts. The Project Manager may also delegate this to the Project Coordinator and/or Construction Manager, if assigned.

In-house resources also provide project support for utility shutdowns, penetration permits, fire alarm disabling/enabling, etc. Those resources are requested and scheduled per the Service Level Agreement (Appendix F) between Facilities Operations and the Design & Construction Management department.

3.3.3         Design-build

In the design-build project delivery method LBNL contracts with a single subcontractor known as the design-build contractor. The design-build contractor is usually the general contractor, but may also be the design professional (architect or engineer). This system is used to minimize the project risk for LBNL and to reduce the delivery schedule by overlapping the design phase and construction phase of a project. 3.3.4         Design-bid-build

The design-bid-build project delivery method is one in which LBNL contracts with separate subcontractors for design and construction of a project. This process is described in Appendix G Subcontract Bid and Award Process.
