The approved Project Initiation Form (PIF)/Project Planning Guide (PPG) serves as the final statement of work, and authorization to start a new project.  The package is prepared by the Project Manager, with the assistance of the Project Coordinator, and may include:

  • Project Initiation Form
  • Construction Directive Authorization (as applicable)
  • Initial Project Checklist
  • Project Charter
  • Project Requirements
  • Scope of Work, signed by the Project Manager, Project Director, client, client division director, and NEPA/CEQA manager
  • Basis of Design (if appropriate)
  • Layout Sketch (or schematic design, if appropriate)
  • Project Budget Estimate Cover sheet (Budget Summary)
  • Detailed Cost Estimate
  • Preliminary Schedule of Work
  • Project Stakeholder List
  • Project Procurement Plan
  • Risk Registry (as applicable)

All DCM projects require a PIF and approvals by the following:

  • Project Manager
  • Project Director
  • DCM Department Head
  • Commissioning Director
  • Resource Analyst – verifies funding exists in the projects’ identified account(s)
  • Facilities Business Manager – reviews with the Resource Analyst prior to approval
  • Facilities Division Director – receives a briefing on the project by the Project Director or DCM Department Head and is the final approval. Facilities Division Director approval may be delegated to the Deputy Division Director.

Once the PIF has been approved, changes in scope or budget are managed per the process described in Section 6, Project Monitoring & Controlling.
