The Facilities Design and Construction Management (DCM) Department supports the LBNL Unified Facilities Infrastructure Project Call (UniCall) by scoping and estimating candidate projects. The UniCall process follows the flow diagram in Figure 1.

Projects within existing buildings are directed to the DCM for scoping and estimating when DCM is the probable management department. In developing the scope of work, the assigned Project Manager consults with other Facilities Division departments, per Figure 2:

  • Facilities Operations reviews projects for Facility Condition and Inventory Assessment; and Facility and Infrastructure Systems Evaluation.
  • Facilities Strategic Planning reviews projects for consistency with LBNL space planning and National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) considerations.

Within the parameters of the UniCall project statement, the Project Manager develops the scope of work for review and acceptance by the client, coordinates preparation of the estimate, and prepares the UniCall Cost Estimate Record (CER) form and packet (Figure 5, at end of this appendix).

The Project Manager consults with A/E and/or code consultant firms as necessary in developing the scope (OPR and BOD) of the candidate projects. The estimates are typically prepared by an outside estimating firm and coordinated by the Facilities Business Center Estimator. The process for scoping and estimating is shown in Figure 3, and for project funding in Figure 4.
