4.1.1         Utility Planning

Structures and buildings are supported by utilities, which must be available when the buildings are ready to be occupied and used. An important function of design is utility planning, to make certain that the utilities are available when needed.

4.1.2         Energization Planning

The Project Manager will, in the design phases of the project, develop a plan for the electrical energization of the building to include electrical distribution and supply systems, and equipment according to the LBNL Electrical Authority Having Jurisdiction: Standard Procedure for Safe Electrical Installations. The plan should include: 1) construction measures to mitigate the amount of unfinished electrical work prior to energization, 2) limit potential electrical exposure to electrical workers and 3) provide clear controls around electrical work in progress. It should also include a constructability review that takes the above provisions into account.

4.1.3         Maintenance Support

The Facilities Operations Team Lead and MRO team members will be provided with project design submittals for review during the design phases of the project, as applicable. The Facilities Operations Team Lead must be provided with appropriate project record documents, such as equipment maintenance instructions, operation manuals, and as-built drawings for distribution to Facilities Operations and MRO groups as required. In turn, Facilities Operations may offer information on any defects or deficiencies in buildings.

4.1.4         Quality Assurance Program

The Facilities Division’s Quality Assurance Program tracks adherence to policies and procedures (refer to the Facilities Division quality assurance document: RD3.8, Checking of Architecture and Engineering Documents). 

4.1.5         Code of Record

LBNL Health and Safety Manual, PUB-3000, Chapter 8, Appendix B: Code of Record lists the current and past Code of Record for the National Electrical Code (NEC) NFPA 70.

4.1.6         Design Criteria

The final design must meet:

  • All applicable codes
  • UC rules and regulations
  • DOE regulations and orders
  • Industry standards
  • A Highly Protected Risk (HPR) Protection level for fire protection
  • Safety: LBNL Health and Safety Manual, PUB-3000
  • Seismic safety: LBNL’s Regulations and Procedures Manual (RPM), Seismic Safety
  • LBNL Electrical Authority Having Jurisdiction: Standard Procedure for Safe Electrical Installations 
  • LBNL Construction Details and Design Guidelines

4.1.7         Policies

Policies allow controls to be established. LBNL policies regarding design are found in this section or the LBNL Construction Details and Design Guidelines documents, and include:
