During project planning the Project team is selected. In addition to DCM personnel, the team includes Facilities Engineering, EHS, Fire Marshal, Procurement, Facilities Operations, Commissioning Team, the Electrical Authority Having Jurisdiction for Installations (IAHJ) or his/her designate, and subcontractor personnel, as applicable. Identification of the Authorizing Individual and Responsible Individual is required for any maintenance, repair, or construction work performed by a subcontractor. Typically the AI is the Project Manager and the RI is the Construction Manager, but there may be variations. The AI and RI cannot be the same person.
The EHS Construction Safety Design Review Team Lead assigns support team members and team leaders for all Design & Construction Management projects to aid the project team in identifying environment, safety and health concerns associated with the project and testing that should be performed to analyze any contamination, lead, or asbestos considerations. The Project Coordinator initiates this process with electronic transmittal of the approved PIF/PPG to the EHS Construction Safety Design Review Team Lead. The EHS Construction Safety Design Review Team Lead communicates team assignments via email to the Project Manager.
The Commissioning Director assigns Cx Teams for DCM projects, when needed, to aid the project team in identifying commissioning concerns associated with the project. The Cx Team is made up of the Internal Commissioning Authority (iCxA), Project Manager, SMEs (such as Engineers, MRO Manager/Supervisor, EHS, Zone Manager, etc.), and contracted Cx Agents depending on the project. The Cx Team monitors and documents compliance with the Owner’s Project Requirements (OPR) and is responsible for working together to carry out the Cx process.
The iCxA consults with MRO support team members, as needed, to aid the project team in identifying reliability, maintainability, and serviceability concerns associated with the project and to provide subject matter expertise on LBNL maintenance and reliability standards.
From the point when this project team is established, the Project Manager is responsible for keeping the team informed of the project’s progress and schedule.
