I met with Becky Reisse regarding the capabilities of JIRA for PCNs. It is fully capable of adding a PCN element to any issue type. (We will need to give her a complete list of all issue types that could use this field.) Basically, the person to create a JIRA ticket has the option to check a box indicating that the ticket effects other groups and that they need to sign off on the ticket before it can be marked complete. Then the person can enter any number of email addresses of those who need to sign off. This list can also be modified after the ticket has been submitted in case new affected individuals (groups) are identified. 

I am meeting with Matt Zane tomorrow to brainstorm with him on this further. I think the biggest challenge for this will be communicating this feature and getting people to use it.
