In 1990 the Department of Energy San Francisco Operations Office (DOE/SAN) notified the Laboratory to extend the freeze on the destruction of all epidemiological records which had first been ordered by the Secretary of Energy in 1989. In 1991 the Secretary of Energy mandated a records inventory of Department of Energy and contractor epidemiological records. The Berkeley Lab Archives and Records Office conducted the epidemiological records inventory for the U.S Department of Energy, Office of Epidemiology and Health Surveillance (OEHS) from March 1, 1992 to May 1, 1993. The Archives and Records Office inventoried the records created and maintained by twelve of the Laboratory's divisions, interviewing records creators, physically reviewing the records, and writing up detailed records series descriptions. The inventory was also one of the factors leading to the establishment of the Records Liaison Officer (RLO) network at the Laboratory. The inventory was completed by a team of professional archivists and records managers from the Archives and Records Office and RLO's in the Laboratory divisions.
